The study examines simultaneously the effects of age, generation and period in the Finnish parliamentary elections of 1975-2003 based on pooled data from Finnish Voter Barometers (N=8634). The probability of voting rises with age among three younger generations eligible to vote, and both during the period of increasing and stable turnout (1975-1983), and the period of declining turnout (1987-2003). The largest average difference between generations is 11.2 percentage points. The probability of voting is 8.4. points lower during the latter period. Finally, turnout would have been 2.1 points higher in the 1999 elections than in 1987 elections, if there had not been generational replacement. This article examines the extent to which political socialization accounts for generational differences in electoral participation found in recent studies. Political socialization is defined as the learning process in which an individual adopts various political attitudes, values and patterns of actions from his or her environment. The analysis is based on the Finnish National Elections Study 2003. The results show that even though politics has had the smallest role during the formative years of the youngest generation and they most often do not know their parents' partisanship, this generation has received the most encouragement for voting and the attitudinal change towards voting within an individual's life span has been the most positive. Consequently, the study shows that if there were no differences in the socialization between the youngest and the older generations, the difference in turnout would be larger if only sex and socioeconomic factors were taken into account. Based on these results, the author draws the conclusion that, rather than political socialization, the factors behind the low turnout among the young generation have to be searched for elsewhere.

Katsausartikkeli analysoi kokoomuksen puheenjohtaja Petteri Orpon luotsaamia hallitusneuvotteluita ja niiden tuloksena syntynyttä hallitusohjelmaa teknokraattisen asiantuntijatiedon käytön näkökulmasta. Kysymystä lähestytään käyttämällä teknopolitiikan käsitettä, joka viittaa poliittisten päämäärien ja runsaan asiantuntijatiedon yhdistämiseen. Tuloksista nousee esiin vahva yhteys neuvottelupöydissä tehtyjen toimenpidekirjausten ja asiantuntijakuulemisten välillä. Havaintoa voidaan selittää usealla eri tavalla, mutta katsauksen tulkinta korostaa hallitusneuvottelujen poliittisen asetelman merkitystä enemmän kuin asiantuntijoiden itsensä pyrkimystä vallankäyttöön. Oikeistopopulistisen puolueen mukanaolo neuvotteluissa saattoi myös osaltaan lisätä asiantuntijatiedon käyttöä. Sama vaikutus oli kokoomuksen pyrkimyksellä rakentaa hyvin yksityiskohtainen ohjelma, jota oli mahdollista ryhtyä nopeasti toteuttamaan.
